Oh, fun, my home county. Lane County, Oregon (home of the University of Oregon) always plays games like this. They never have enough money and any attempt to not raise property taxes is met with, "Well, we'll just have to cut necessary services."
Now, I'm not anti-tax in the least, but I certainly don't miss these kind of games.
