Patriarch Kirill forgets that God became Man and therefore mankind has an inherent dignity, which, in many countries, is enshrined in the legal and constitutional concept of Human Rights.
To call this "heresy" is to defile Christ's Church.
The Patriarch is clearly not calling human rights heresy. Rather he is calling heresy those attempts to label as "human rights' things which are expressly condemned in Scripture and that have always and everywhere been understood to be sin/vice by the Fathers of the Church and the saints.
This opinion is in agreement with Pius IX and Pius X.
