It's no surprise that the Patriarchal jurisdiction should choose to provide Internet content in Russian. That reflects who their folks are.
What is surprising, and inappropriate, is that they characterize what they are doing as "missionary." It is possible that the material that they will put on the Internet is intended for, and designed for, Russian immigrants to the United States who are not Orthodox, or not Christian -- that would indeed be "missionary."
