It doesn't seem like the Patriarch ever does the full consecration of a church. All the videos on Patriarchia.Ru with "consecrations" of churches show him entering churches with altars already consecrated and vested. All he does is parade the relics around the church, sprinkle water in different directions and sign antimins.
