As a friend on another forum noted, it would seem that the Nobel Peace Prize is really a strange Norwegian joke that only they understand.

They never give any explanations beyond the official ones -- at least for specific awardings.

One might get a general answer.

Beyond what is officially released in connection with the announcement, material is kept undisclosed for 50 years.
