I don't want to be "that guy," but I feel like this effectively exonerates the executioners of this homebrew genocide, namely, the mothers.

Yes, in some cases it is the father or the family that pushes for the act and the mother acquiesces. I argue that in those cases, she is guilty of both murder and cowardice, thus doubly guilty.
